The City of Wills Point’s drought contingency is as follows:

STAGE 1 ALERT SHALL EXIST WHEN DAILY USAGE EXCEEDS 900,000 GALLONS PER DAY FOR (5) FIVE CONSECUTIVE DAYS.

Action:  Begin Voluntary Alternating outside watering days as follows:

even numbered house addresses on even numbered calendar days only odd number house addresses on odd numbered calendar days.

STAGE 2 ALERT SHALL EXIST WHEN DAILY USAGE EXCEEDS 1,100,000 GALLONS PER DAY FOR (5) FIVE CONSECUTIVE DAYS.

Action:  Begin mandatory alternating outside watering days as set forth in Stage 1 with restriction of no outside watering between the hours of 7:00 AM to 9:00 AM and 8:00 PM to 10:00 PM.

VIOLATIONS OF A STAGE 2 ALERT SHALL RESULT IN THE FOLLOWING:

FIRST TIME OFFENSE ———————-         WARNING

SECOND TIME OFFENSE ——————         $100.00 FINE

THIRD TIME OFFENSE ———————         $200.00 FINE

STAGE 3 ALERT SHALL EXIST WHEN DAILY USAGE EXCEEDS 1,300,000 GALLONS PER DAY FOR (5) CONSECUTIVE DAYS.       

FIRST TIME OFFENSE ———————         $200.00 FINE

SECOND TIME OFFENSE —————–          TERMINATION OF SERVICE UNTIL ALL FEES ARE PAID

STAGE 4 ALERT SHALL EXIST WHEN EMERGENCY CONDITIONS OCCUR (a) WATER SYSTEM CONTAMINATION (WHETHER ACCIDENTAL OR INTENTIONAL) IS DETECTED; OR (b) THE WATER SYSTEM FAILS FROM ACTS OF GOD (TORNADOES, HURRICANS ETC.) OR MAN. STAGE 4 EXISTS IMMEDIATELY UPON DETECTION.

           ACTION:  The City of may ration water usage and/or terminate service to selected users of the system in accordance with the following  sequence:

  1. Recreational users
  2. Commercial users
  3. School users
  4. Residential users; and
  5. Hospitals, public health and safety facilities.

VIOLATIONS:  of a STAGE 4 ALERT SHALL RESULT IN THE FOLLOWING:

FIRST TIME OFFENSE ——- TERMINATION OF SERVICE UNTIL EMERGENCY IS RESOLVED .
